Why utilities charge convenience fees to pay by credit card

Many utilities in the U.S. continue to charge convenience fees for paying utility bills by credit or debit card, even though the number of people who use checks to pay bills continues to dwindle. And even if these convenience fees don’t pop up on your utility bill, they’re likely built into the rates you pay for electricity, water or natural gas.

That’s unfortunate, as savvy cardholders who otherwise might rack up cash back or miles by charging their utility bills are paying a price – rewards lost to convenience fees. Sure, services such as PayPal and Plastiq may let you pay some utility bills with plastic, but it will cost you a fee to do so. In many cases, the convenience fees or service fees cost more than the cash back or points you may have earned.

E-payments increase, check use dwindles

John Hazen, managing director of utilities intelligence at market research company J.D. Power, said paying utility bills electronically – including by credit and debit cards – is on the rise. Nationwide, the share of U.S. utility consumers writing and sending checks to pay their bills stood at just 17% in 2020, according to a J.D. Power study.

But as even more utility customers enjoy the convenience of paying their bills electronically, not all of them are thrilled about the credit and debit card fees that can accompany that convenience, Hazen said.

Overall, he said, customer satisfaction ratings for utilities that assess those convenience fees are lower than ratings for utilities that fold those convenience fees into their rates.

“No matter what your economic status is,” Hazen said, “there’s just an annoyance – whether you make a lot of money or you don’t make a lot of money – in having to pay the fee.”

Still, he noted, most utilities that rate highest for billing and payment satisfaction in J.D. Power surveys do charge convenience fees for credit and debit card payments.

“The trend is clearly more utility payments being made by debit and credit card. If credit card companies and third-party payment processors continue to charge a fee for these transactions, utilities will continue to have to recuperate that cost in an equitable manner,” Hazen said.

No statistics are available on just how much money American utility customers cough up in convenience fees, but a back-of-the-envelope estimate shows it could be a shocking amount.

If you look solely at electricity providers, the U.S. has roughly 150 million customers. If 80% of those electric customers paid their bills by credit or debit card and their monthly convenience fee was $2.50, the charges would add up to $3.6 billion a year. That’s an extreme example, but it illustrates how much money might be at stake.

In an article published by Powergrid International, Penni McLean-Conner, chief customer officer at East Coast electricity provider Eversource Energy, pressed the case for utility payments to be free of fees to holders of credit and debit cards.

While utilities normally accept credit and debit cards as payment methods, McLean-Conner wrote, most investor-owned, municipal and co-op utilities charge a convenience fee to recoup the higher costs incurred for handling those payments compared with more traditional payment methods, like old-fashioned checks.

In these situations, utilities customarily are passing along fees that they’ve been hit with by companies that process the card payments – such as third-party processors like Western Union’s SpeedPay service. Utilities aren’t supposed to turn a profit on those fees.

“Offering fee-free credit and debit card payments is fundamentally about serving our customers in the manner and channels in which they want to be served,” McLean-Conner wrote.

The National Association of State Utility Consumer Advocates took a similar stance in 2012 – and it’s one that remains in place today. Nine years ago, the organization passed a resolution urging utilities to eliminate convenience fees for credit and debit card payments.

One recommended fix: Handle payments in-house instead of through a card-processing company, thus cutting out the costly middleman.

The association noted the convenience fees burden low-income utility customers who frequently pay their bills with prepaid debit cards. Furthermore, the group argued, convenience fees unfairly punish utility customers who might make several payments a month.

“On balance, the fees are still there and still a point of contention,” said David Springe, executive director of the National Association of State Utility Consumer Advocates.

Fee-free options for utility payments

For their part, utilities note that they offer cardless options for people seeking to avoid convenience fees, such as making payments by mail or in person, or by using an e-check.

In California’s Central Valley, the Modesto Irrigation District dropped Western Union’s SpeedPay as a third-party payment processor about 10 years ago and simultaneously dumped its per-payment convenience fee, spokeswoman Melissa Williams said.

The cost justification for absorbing these fees is that we’re more likely to receive payments if there aren’t additional fees associated with convenient payment methods such as credit and debit cards.

Since installing an e-billing service supported by an outside vendor, the district has blended card-processing costs into its utility rates.

“It also helps minimize resources that would have to otherwise be dedicated to debt collection.”

Passing on the cost to utility customers

Duke Energy, one of the country’s largest for-profit utilities, charges a convenience fee of $1.50 for credit card, debit card and electronic check payments made by a residential customer.

“No part of the convenience fee goes to Duke Energy. Other companies are able to add the processing costs of these requests to the overall pricing of their products and services,” spokeswoman Meredith Archie said.

“Because Duke Energy is a regulated utility, we are unable to do that. Only customers who choose to use this service will be charged the convenience fee.”

A review of a handful of U.S. utilities found standard convenience fees for residential customers ranging from roughly $1.50 to nearly $4 per payment. At the high end of the range, that would total nearly $48 for 12 monthly payments.

A 2019 survey by Edmunds GovTech, whose services include online payment processing, found that 90% of utilities accepted credit cards and 70% charged convenience fees. Gary Sanders, a senior consultant at Edmunds GovTech, said he expects most utilities to keep charging convenience fees. He notes, however, that some utilities have temporarily suspended convenience fees after the start of the coronavirus pandemic.

“The rationale I hear most often from utilities for charging a convenience fee is that it’s not fair for all customers to pay for a service that’s only used by some customers,” Sanders said.

“My counter to that argument is that there are costs associated with cash and check payments, too, although they aren’t as obvious as a monthly charge from the credit card processor. Cash and check payments are more labor-intensive to process the payment, take more time to balance and close out than credit cards, and require a bank deposit.”

The most recent survey data from the American Public Power Association, which represents community-owned electric utilities, found that 96% of its members accepted credit cards and 93% took debit cards. Sixty-three percent of its member utilities absorbed the credit card fee (like the Modesto district does), while 37% required customers to cover the fee (like Duke Energy does). In many cases, these fees are around $3 to $4 per transaction.

Fees paid by card-using customers “are charged to cover the cost of the transaction rather than having other customers subsidize the cost,” said Ursula Schryver, vice president of education and customer programs at the American Public Power Association.

“State and local laws vary, which accounts for the different policies among utilities,” she said.

‘Somebody’s paying it’s not charity’

Mark Toney, executive director of The Utility Reform Network (TURN), an advocacy group for utility customers in California, said his organization prefers that a utility not spread the convenience fees among all of its customers but instead pin the fees only on those customers who pay their bills by credit or debit card.

Generally, he said, consumer advocacy groups across the country share that view.

“We come from the standpoint as a consumer advocate that there is no free money,” Toney said. “The truth is, somebody’s paying for that stuff. It’s not charity from anybody’s pocketbook.”

Charlie Harak, an attorney with the National Consumer Law Center, said the nonprofit doesn’t have a formal position on charging convenience fees for payment of utility bills with plastic. In representing clients in Massachusetts, however, the group did oppose utilities dropping convenience fees for credit card payments.

Why? If the fees were eliminated, he said, more low-income customers might be tempted to pay utility bills with high-interest, high-fee credit cards. Furthermore, Harak’s organization objected to the likelihood that utilities waiving fees might simply pass along the cost of doing business with payment processors to their ratepayers.

Toney said a lot of utilities really would rather distribute convenience fees among all their customers. But he added that it’s not so easy to do, since a utility would need to gain permission from state regulators or lobby for state legislative changes.

As such, Toney said he doesn’t think utilities are “the bad guys” when it comes to charging convenience fees.

Convenience fees are here to stay, for now

So, what’s ahead for utility customers who pay bills by credit or debit card? Convenience fees are likely to remain an inconvenience for some time.

“The trend is clearly more utility payments being made by debit and credit card,” the American Gas Association, a trade group for natural gas utilities, said in a statement.

Credit card rewards hounds, meanwhile, will have to settle for earning less cash back and fewer points if they choose to put their utility bills on plastic.

Eversource Alerts Customers COVID-19 Payment Plan Enrollment is Extended to May 20 as Part of Connecticut’s State of Emergency

Customers urged to sign up for available assistance and protection programs

BERLIN, Conn. (May 3, 2021) – With Connecticut’s state of emergency in response to the COVID-19 pandemic extended to May 20, Eversource is alerting customers that enrollment in the COVID-19 Payment Program is automatically extended as well.  The energy company is encouraging customers to enroll in one of its payment plans or assistance programs if they need help with their energy bill. Both residential and non-residential customers are eligible for payment arrangements at this time and are encouraged to call the energy company at 800-286-2828 to learn more. Any residential customers experiencing difficulty paying their utility bill should contact Eversource for guidance on special financial assistance programs and protections that may be available to them. Any customers ineligible for financial assistance programs, including both residential and non-residential customers, are eligible for the COVID-19 Payment Program.

“Since the state of emergency has been extended another month, there is additional time for customers to take advantage of the special COVID-19 payment plan that can help, especially if customers are having a tough time paying their energy bill” said Eversource Vice President of Customer Operations Jess Cain. “We want to help customers during these challenging times and participating in a payment plan not only arranges affordable monthly payments for them, it also protects them from service disconnection once they resume.”

If a customer that has a past due balance of $240 enrolls in the COVID-19 Payment Program plan, they would pay their current bill, plus $10 each month for 24 months until their balance is eliminated. Eversource continues to encourage customers to reach out now, and not wait until the deadline, so a company representative can help them determine which of the flexible payment plans or special programs would be the most helpful to them.

Customers who’ve never needed assistance previously may not realize they qualify for protection from service disconnection and may also be eligible for other programs to reduce past due balances.  For example, a household of five with an annual income of ~$84 thousand dollars meets the income-eligibility requirements. Eversource encourages all customers to contact the energy company at the number above or to check their eligibility on the state income-eligibility matrix - and find out if one of the energy company’s programs below could be beneficial to them.


Important Dates:

  • Enrollment for the COVID-19 Payment Program for non-residential and residential customers is open until May 20,2021.

COVID-19 Payment Plan:

Matching Payment Program:

  • Customers who heat their home with electricity or natural gas can get help paying their energy bill. Customers apply for the Connecticut Energy Assistance Program (CEAP) and set up an affordable monthly payment arrangement with Eversource. Customers receiving certain government benefits are eligible for payments as low as $50 per month. For every dollar a customer pays toward their bill by the agreed-upon time each month, a dollar will be credited to their past-due amount, down to a zero balance.

After a tumultuous week filled with legislative outrage, sniping between energy companies, and consumer sticker shock at rising utility bills, state regulators on Friday announced they would temporarily suspend a controversial rate increase for energy company Eversource.

That rate increase went into effect on July 1 and was originally pitched to state regulators as relatively modest: about $5.50 on the average residential customer’s monthly bill.

But COVID-19 made that complicated. Stay-at-home orders drove people away from places of work, days got hotter, residential electricity usage spiked, and an economy-shattering pandemic left many cash-strapped customers reeling at bills compounded by Eversource’s rate increase.

By Friday morning, the utility began to acknowledge the strain.

“I think that our customers are really, really struggling,” said Penni Conner, chief customer officer for Eversource. “Many of them are struggling just to pay their rent, put food on the table. And these energy bills – the timing is just difficult.”

Just a few hours later, the Public Utilities Regulatory Authority, which had initially approved the rate hike, suspended Eversource’s rate increase and said it would investigate.

“The intent of this reexamination is to ensure that Eversource is not over-collecting revenues in the short term at the expense of ratepayers during this period of financial hardship,” PURA officials wrote in a July 31 letter to Eversource.

“As an interim step, the Authority temporarily suspends its … approval and orders [Eversource] to immediately restore rates to those in effect as of June 30, 2020.”

A public hearing on the matter will be scheduled in August.

Eversource officials said they would go along with the decision.

“We will work quickly to enact PURA’s temporary suspension of the rate adjustment and look forward to participating in the process to ensure transparency for customers and policy makers,” wrote Eversource spokesperson Tricia Taskey Modifica in a statement Friday afternoon.

Right now, about 1 in 10 Eversource customers is behind on their bill, according to Conner.

She said the utility will work individually with customers who are struggling to pay for electricity. Conner said Eversource is offering payment plans or overdue balance forgiveness programs, which can gradually wipe away owed balances if customers make consecutive timely payments.

“We are really encouraging our customers to reach out,” Conner said.

The company is also suspending shutoffs, but she would not say how long that’s expected to last.

Initially, Eversource said the rate hike hinged on a state-mandated power purchase agreement with a major New England energy generator: the Millstone Power Station in Waterford.

But Millstone officials quickly pushed back against that assertion noting the 10-year contract with the nuclear plant was locked in at a rate that’s lower than Eversource’s standard offer.

On Thursday, James Daly, vice president of energy supply at Eversource, told Connecticut Public Radio subsidies to Millstone have helped drive up consumer costs. But he acknowledged that’s happened at a rate that was “relatively small in comparison” to overall spikes in residential demand due to a series of hot July days in the middle of the COVID-19 pandemic.

“The power we were delivered from Millstone was worth less than our fixed price contract with Millstone. So that really sparked people’s interest,” Daly said. “But, I think, in fairness, what got missed in that, is that underlying consumption was really the biggest driver.”

ISO New England, which manages the regional power grid, said Thursday electricity usage has gone up in recent weeks due to hot weather. But overall, the agency said power consumption is down during the pandemic, noting any increases in residential use have, on the whole, been offset by larger decreases in commercial and industrial use.

Politicians Friday afternoon were quick to praise PURA’s decision to suspend the rate increase.

“PURA’s pause today on delivery rate hikes reassures our residents that the reconsideration of requests by utilities can happen, and – most importantly of all – that customers won’t be overpaying in the meantime,” Gov. Ned Lamont said in a statement.

“This suspension of an absolutely abhorrent and unacceptable rate increase is a very welcome temporary fix,” said U.S. Senator Richard Blumenthal.

And state Attorney General William Tong said he’s gotten over 100 complaints so far.

“Consumers have a right to be angry,” Tong said in a statement. “We pay far too much for our energy as it is here in Connecticut. I thank PURA for reconsidering and scrutinizing these increases.”

62,000 customers get bogus scare

Making matters worse this week, Eversource said it mistakenly sent thousands of customers letters that were topped with an eye-catching message: “Reminder: We have not received your payment.”

That turned out to be wrong.

“There were 62,000 customers that were impacted by that,” said Conner, later noting the utility serves about 1.2 million customers in Connecticut. “We’ve been trying to be responsive and transparent with customers and gently reminding them of past due balance and all of the programs we have.”

“However, human error. We ended up with some customers in that file that shouldn’t have gotten in there,” Conner said. “I know that was hurtful to customers who received that. And I’m very sorry for the error.”

Conner, who spoke to Connecticut Public Radio Friday morning before PURA announced the temporary suspension, said Eversource was willing to work with state regulators if they put a pause on the rate hike.

“We are looking forward to the conversation,” Conners said. “This is complex and there are many interested parties.”

After a week of complaints, utility regulators temporarily pull plug on Eversource rate hike

After a tumultuous week filled with legislative outrage, sniping between energy companies, and consumer sticker shock at rising utility bills, state regulators on Friday announced they would temporarily suspend a controversial rate increase for energy company Eversource.

That rate increase went into effect on July 1 and was originally pitched to state regulators as relatively modest: about $5.50 on the average residential customer’s monthly bill.

But COVID-19 made that complicated. Stay-at-home orders drove people away from places of work, days got hotter, residential electricity usage spiked, and an economy-shattering pandemic left many cash-strapped customers reeling at bills compounded by Eversource’s rate increase.

Eversource Alerts Customers COVID-19 Payment Plan Enrollment is Extended to May 20 as Part of Connecticut’s Pay eversource gas bill online of Emergency

Customers urged to sign up for available assistance and protection programs

BERLIN, Conn. (May 3, 2021) – With Connecticut’s state of emergency in response to the COVID-19 pandemic extended to May 20, Eversource is alerting customers that enrollment in the COVID-19 Payment Program is automatically extended as well.  The energy company is encouraging customers to enroll in one of its payment plans or assistance programs if they need help with their energy bill. Both residential and non-residential customers are eligible for payment arrangements at this time and are encouraged to call the energy company at 800-286-2828 to learn more. Any residential customers experiencing difficulty paying their utility bill should contact Eversource for guidance on special financial assistance programs and protections that may be available to them. Any customers ineligible for financial assistance programs, including both residential and non-residential customers, are eligible for the COVID-19 Payment Program.

“Since the state of emergency has been extended another month, there is additional time for customers to take advantage of the special COVID-19 payment plan that can help, especially if customers are having a tough time paying their energy bill” said Eversource Vice President of Customer Operations Jess Cain. “We want to help customers during these challenging times and participating in a payment plan not only arranges affordable monthly payments for them, it also protects them from service disconnection once they resume.”

If a customer that has a past due balance of $240 enrolls in the COVID-19 Payment Program plan, they would pay their current bill, plus $10 each month for 24 months until their balance is eliminated. Eversource continues to encourage customers to reach out now, and not wait until the deadline, so a company representative can help them determine which of the flexible payment plans or special programs would be the most helpful to them.

Customers who’ve never needed assistance previously may not realize they qualify for protection from service disconnection and may also be eligible for other programs to reduce past due balances.  For example, a household of five with an annual income of ~$84 thousand dollars meets the income-eligibility requirements. Eversource encourages all customers to contact the energy company at the number above or to check their eligibility on the state income-eligibility matrix - and find out if one of the energy company’s programs below could be beneficial to them.


Important Dates:

  • Enrollment for the COVID-19 Payment Program for non-residential and residential customers is open until May 20,2021.

COVID-19 Payment Plan:

  • Available to any customer, residential and business, requesting financial assistance, without demonstrating financial need;
  • Requires no initial down payment;
  • Can be up to 24 months;
  • Any late payment fees or interest is waived in the calculation of the monthly payment amount;

Eversource is warning residential consumers that significantly higher electric bills are on the way this winter.

At the root of the problem: the increasing cost of natural gas.

Prices for virtually every source pay eversource gas bill online energy are rising. Gasoline and diesel prices are up. The price of home heating oil is expected to increase by at least 40 percent over last year’s level. Those who heat their homes with propane could be facing a 30 percent price hike.

Eversource says the average customer using natural gas for home heating could see bills 14 percent higher than their average monthly bill last year. Increases will come incrementally through the season, as a rate called the Purchased Gas Adjustment is updated each month.

Higher natural gas prices will also drive up electric bills. As Eversource noted in a release, this region “is heavily reliant on natural gas-fired power plants” for electricity.

Beginning in January, the supply portion of electric bills will show a 21 percent increase from current monthly bills.

The supply portion is about one-third of a customer’s bill. It represents the prices Eversource is charged by power generators. Those costs are passed through to customers. Eversource does not make a profit on them.

The new rates, which are set twice a year in filings with the state’s Public Utilities Regulatory Authority (PURA), will be in effect for the first half of 2022.

Why this is happening

Penni Conner, the Eversource Executive Vice President of Customer Experience and Energy Strategy, said, “We truly understand the strain that this will have on many of our customers who are still dealing with the Covid-19 pandemic. Unfortunately, world conditions are such that energy prices will continue to rise and remain high for a while.”

World conditions affecting energy costs include a sharp increase in consumption as economies around the globe rebound from the pandemic. Another factor is a significant drop in U.S. gas supply, constrained by both the pandemic’s economic impact and extreme weather in gas-producing states.

Last week, Governor Ned Lamont and Department of Energy and Environmental Protection Commissioner Katie Dykes also put part of the blame on energy producers. During the pandemic, they said, worldwide demand for natural gas and oil declined as the economy slowed, but producers returned money to shareholders instead of investing in new production.

“Demand has now returned, faster than expected,” said Governor Lamont, “and production is not keeping pace, leading to price increases. Severe weather could make matters worse by driving up demand for natural gas, which in turn could compromise the reliability of the region’s electricity grid.”

Eversource and state officials agree that consumers should take advantage of energy efficiency programs and obtain financial assistance if necessary.

On its website, Eversource has a number of energy saving resources available, ranging from family educational programs about wind power to an old refrigerator takeaway service to a Home Energy Solutions program that begins with an online assessment of how you could save. An in-home visit may follow, from a technician who can conduct safety tests and install weatherization and other improvements.

The Connecticut Energy Assistance Program (CEAP) offers financial aid for heating costs. CEAP is administered by the Connecticut Department of Social Services. Information is available by calling the state’s 2-1-1 line. The Town’s department of Social Services may also have insight about a variety of options.

In addition, the non-profit Operation Fuel provides emergency energy and utility assistance to households facing financial crisis.

As widely predicted, the cost of energy is going up sharply this winter, including for Eversource electricity customers who are almost certain to face a 25 percent price increase next month, according gleaners food bank noblesville a recent filing with state regulators.

In that filing, Eversource asked the state to approve a rate hike due to the increased cost of the electricity it purchases from wholesale suppliers.

As it awaits a decision on its proposed price increase from the Massachusetts Department of Public Utilities, Eversource signaled its expectation of approval in an e-mail to customers.

“In January, your electric bill will be higher because of the increased demand for electricity and natural gas,” Eversource wrote, noting that natural gas is often used to generate electricity in the region’s power plants.

The average residential customer who uses 500 kilowatts of electricity a month “could see a 25 percent, or $30, increase to their total bill compared with December,” the e-mail said. According to Eversource, the average residential customer is now paying about $120 a month for electricity, and would climb to about $150 in January with the 25 percent increase.

The cost increases are expected to be slightly less for Eversource customers in Western Massachusetts — about 23 percent, or $27 a month, Eversource said.

Eversource is New England’s largest utility, with more than 1 million electricity customers in Massachusetts, and almost 500,000 natural gas customers statewide.

The vast majority of electricity customers don’t use electricity for heating their homes, instead using natural gas or heating oil.

Eversource increased its natural gas rates, effective Nov. 1. For those customers, the cost of natural gas increased by 12 percent to 21 percent, depending on what service territory they are in, with NSTAR customers on the lower end and Columbia Gas customers on pay eversource gas bill online higher end, Eversource said.

William Hinkle, an Eversource spokesman, said the 25 percent increase now pending before state regulators would be a cost “pass-through,” meaning it reflects the utility’s increased cost of buying electricity without profit.

“The recent soaring global demand for natural gas has been driving up energy prices everywhere as winter approaches,” he said. “Those market conditions are reflected in the recent pay eversource gas bill online energy supply rate we pay eversource gas bill online with the DPU.”

The state’s other big electricity utility, National Grid, increased its rates by comparable amounts, effective Nov. 1.

Eversource and National Grid offer partial forgiveness of past-due balances and discounted rates for low-income families. And every household, regardless of income, can reach out to the utilities and set up a 12-month payment plan. As long as the agreed-upon payments are made, their services won’t be cut off.
