Water Treatment Plant Improvements

Most of the changes to the facility will be targeted at improving reliability and flexibility and will enable the utility to continue to meet the needs of customers in the future. Overall, SPRWS expects to replace roughly two-thirds of the existing treatment process with more modern technology.

2021 Water Main Construction Projects

Water main construction projects often involve temporarily closing streets, and may require placing affected customers on temporary water mains. These projects are vital for maintaining the water distribution system that delivers water from our treatment plant to homes and businesses. Paying your Public Storage bill is easy and quick. We offer multiple options to pay your storage unit bill, so you can rent on your terms. Plus with online payment options, you can pay at your convenience or even set up automatic payments and never miss a due date again.

Public Storage Payment Options

Pay Online

To pay your Public Storage bill online, you will need to set up an online account. If you reserved or rented your space online, you already have a username and password to access your account. 

Once you’re logged in to MyAccount, click on either the “Make a Payment” button or the“Payments” tab and simply follow the steps to make your payment.

  • Payment by credit card – You will receive a payment confirmation on the screen only after your credit card payment goes through. Otherwise you will receive an error message and the opportunity to correct the entry so that your payment goes through.
  • Payment by bank account – Your confirmation is tentative until verification comes back from your bank that there are sufficient funds and that your account number is valid. If the bank does not confirm, you’ll receive an email and letter stating that your payment could not be processed.

Pay by Phone

To pay your Public Storage bill by phone, call 1-866-444-4747. When prompted, enter the phone number we have on file for your account. Please be aware that because this form of payment requires additional systems and phone staffing, a processing fee may apply. 

If you are located outside of the U.S., the pay-by-phone number will not work. However, you can always mail your payment or pay online.

Pay in the App

If you have a smartphone, you can opt for mobile bill pay and make your monthly storage  payment with the Public Storage app,  which you can download from the Apple or Android stores. Plus, you can open gates and doors with just your smartphone to seamlessly access your storage space!

Pay by Mail

You can mail your payment (check or money order) to your Public Storage location. Please include your Public Storage account number on your check to be certain your money gets credited to your account. Mail your payment at least a week in advance of the rent due date to ensure your payment is completed on time.

Pay In-Person

You can always take care of your rent by paying in person. At some Public Storage locations, you have the option to use our self-serve kiosk to complete your payment, where available. If you prefer speaking to a person, our location managers and friendly staff will assist you with your monthly payment.

City of St. Paul Park 

UTILITY RATE INCREASE - EFFECTIVE 2022

On October 18, 2021, the City Council approved an increase to the 2022 utility rates, including water, sanitary sewer, and stormwater.  The increases are necessary to meet the utilities’ operational, capital and debt service requirements. 

Since City property taxes do not fund utility services, the costs must be recovered through utility fees charged to properties. In addition to inflationary increases required to operate the utilities, the City’s aging infrastructure will require major maintenance or replacement in the next several years. The cost of updates to the utility systems, rehabilitation of the Lincoln water tower, purchase of a service truck, street sweeper and other large equipment planned over the next ten years is estimated to exceed $35 million. Funding of the capital purchases is anticipated to come from the use of estimated available cash and the issuance of debt which requires the increase in fees.


 

The City bills for water, sanitary sewer, stormwater, and streetlight services.  Because these are not supported by property taxes, fees are charged to fund the cost of providing these services.  Utility services are billed quarterly.

Water Charges

Water charges are based on the actual usage each quarter. 

Water revenues are used to fund water production, water treatment, and storage facilities, and to maintain the City’s infrastructure. 

Included on the quarterly utility bill is a state-mandated surcharge.  The surcharge is $9.72 per year for every service connection to the public water supply that is operated by a city.  Cities are required to collect this fee and submit it to the State of Minnesota.

Sanitary Sewer Charges

The sanitary sewer bill for residential customers is based on the lowest water usage of the previous four quarters.  Commercial customers are billed based on the actual water usage.

Sanitary sewer revenues are used to maintain local infrastructure and lift stations, and to fund wastewater treatment through the Metropolitan Council Environmental Services facilities.

Stormwater Charges

Stormwater fees are charged in accordance with City Ordinance No. 632 to fund the cost of operation, repair, and improvement (and all other purposes as permitted by Minnesota Statutes Section 444.075) of the stormwater system.  In general, stormwater fees are calculated by multiplying the established Runoff Equivalent Factor (REF) for a parcel’s land use by the parcel’s acreage and then multiplying the resulting product by the stormwater utility rate.  A single family home has an REF of 1.0, while commercial properties have an REF of 3.0.  Refer to City Ordinance No. 632 for more detailed information on the calculation of stormwater charges.

Street Light Charges

A flat quarterly rate is charged to all utility accounts for street lights.  The fees collected fund payment of the electricity charges, along with maintenance and replacement of street lights.

Powering St. Paul

The City of St. Paul provides retail electric service to the St. Paul community. Power is provided by two separate distribution substations, which are connected to Howard Greeley Rural Public Power District‘s subtransmission system at 34.5 kV. This looped system is connected to NPPD‘s statewide transmission system. The primary distribution system in St. Paul is 12.5 kV (10 MVA) with looped feeds to allow redundant service.

The electric rates for the City consist of a base rate of $9.25 plus a tiered rate structure for additional kilowatt hours. Contact the City office for specific rate structures for commercial and residential properties. Summer rates are applied for June through September. Utility bills include charges for electricity, water, sewer, garbage service, and a fee to dump grass/tree branches at the City landfill. Utility payments are due by 5 p.m. on the 20th of each month. Late fees are applied on the 21st of each month. If the outstanding balance is not paid, the utility customer is subject to having their electricity disconnected.

Dr. Julie Haman grew up in North Dakota and received her BS in biology from the University of North Dakota. She graduated from Creighton University Dental School in 2004. Dr. Haman lives in Woodbury with her Husband Nick and their sons Isaac and Ben. She and her family enjoy spending free time in great outdoors of the Midwest. She and her family frequently visit family and friends In North Dakota, Iowa and Wisconsin. She enjoys spending time at her cabin with family, water skiing, running and swimming.

Dr.  Carmen Lammeiergraduated from Northwestern University with a Bachelor of Science in Industrial Engineering.  She then completed her dental education at the University of Connecticut, where she received her Doctor of Dental Medicine.  She obtained additional training in a hospital-based general practice residency at the University of Colorado.

 

Dr. Carmen completed her specialty training in pediatric dentistry at the University of Minnesota which has given her the knowledge and practice required to provide specialized treatment for children and adolescents with common dental needs as well as complex medical conditions. She has extensive training in preventive and restorative dentistry, including dental treatment under general anesthesia.

 

Dr. Carmen is a member of the American Academy of Pediatric Dentistry and Minnesota Academy of Pediatric Dentistry.  She is also a Diplomate of the American Board Pediatric Dentistry. She is bilingual and speaks fluent Spanish.

 

Dr. Carmen lives in Minneapolis with her husband Marcus and their daughter Vanessa. She and her family enjoy bicycling, cheering on the home town team, Minnesota Wild and spending free time with family and friends.

 

 

Dr. Sylvia Cuellar grew up in Bloomington, Minnesota and earned her Doctor of Dental Surgery degree from the University of Minnesota School of Dentistry in 2011. She was awarded a National Health Service Corps Scholarship as well as selected to attend a semester at the Royal Dental College in Aarhus, Denmark. For four years she enjoyed practicing as a general dentist in the Twin Cities before moving to New York City for advanced training.

 

She completed a pediatric dental residency at Montefiore Medical Center, The University Hospital for Albert Einstein College of Medicine, where she also completed a fellowship. She strives to provide high-quality dental care to children in a fun and stress-free environment. Dr. Sylvia understands that every child is unique and customizes to their dental needs. She is interested in staying current with the latest technology and techniques, as well as treating children with special health care needs. Dr. Sylvia is a member of the American Academy of Pediatric Dentistry and American Dental Association.

 

Dr. Sylvia lives in St. Paul and is excited to be back in the Twin Cities with her family, childhood friends, and her dog, Finn. In her free time, she volunteers, explores new cities, gardens, bakes, watches basketball, takes spin classes, and walks around the lakes!

Electricity

Powering St. Paul

The City of St. Paul provides retail electric service to the St. Paul community. Power is provided by two separate distribution substations, which are connected to Howard Greeley Rural Public Power District‘s subtransmission system at 34.5 kV. This looped system is connected to NPPD‘s statewide transmission system. The primary distribution system in St. Paul is 12.5 kV (10 MVA) with looped feeds to allow redundant service.

The electric rates for the City consist of a base rate of $9.25 plus a tiered rate structure for additional kilowatt hours. Utility bills include charges for electricity, water, sewer, garbage service, and a fee to dump grass/tree branches at the 1st financial federal credit union routing number landfill. Utility payments are due by 5 p.m. on the 20th of each month. Late fees are applied on the 21st of each month. If the outstanding balance is not paid, the utility customer is subject to having their electricity disconnected.

Water Treatment Plant Improvements

While current water quality remains exceptional, SPRWS is proactively looking towards the future and planning to make significant improvements to the McCarrons water treatment plant. Most of the changes to the facility will be targeted at improving reliability and flexibility and will enable the utility to continue to meet the st paul water bill pay of customers in the future. City of St. Paul Park 

UTILITY RATE INCREASE - EFFECTIVE 2022

On October 18, 2021, the City Council approved an increase to the 2022 utility rates, including water, sanitary sewer, and stormwater.  The increases are necessary to meet the utilities’ operational, capital and debt service requirements. 

Since City property taxes do not fund utility services, the costs must be recovered through utility fees charged to properties. In addition to inflationary increases required to operate the utilities, the City’s aging infrastructure will require major maintenance or replacement in the next several years. The cost of updates to the utility systems, rehabilitation of the Lincoln water tower, purchase of a service truck, street sweeper and other large equipment planned over the next ten years is estimated to exceed $35 million. Funding of the capital purchases is anticipated to come from the use of estimated available cash and the issuance of debt which requires the increase in fees.


 

The City bills for water, sanitary sewer, stormwater, and streetlight services.  Because these are not supported by property taxes, fees are charged to fund the cost of providing these services.  Utility services are billed quarterly.

Water Charges

Water charges are based on the actual usage each quarter. 

Water revenues are used to fund water production, water treatment, and storage facilities, and to maintain the City’s infrastructure. 

Included on the quarterly utility bill is a state-mandated surcharge.  The surcharge is $9.72 per year for every service connection to the public water supply that is operated by a city.  Cities are required to collect this fee and submit it to the State of Minnesota.

Sanitary Sewer Charges

The sanitary sewer bill for residential customers is based on the lowest water usage of the previous four quarters.  Commercial customers are billed based on the actual water usage.

Sanitary sewer revenues are used to maintain local infrastructure and lift stations, and to fund wastewater treatment through the Metropolitan Council Environmental Services facilities.

Stormwater Charges

Stormwater fees are charged in accordance with City Ordinance No. 632 to fund the cost of operation, repair, and improvement (and all other purposes as permitted by Minnesota Statutes Section 444.075) of the stormwater system.  In general, stormwater fees are calculated by multiplying the established Runoff Equivalent Factor (REF) for a parcel’s land use by the parcel’s acreage and then multiplying the resulting product by the stormwater utility rate.  A single family home has an REF of 1.0, while commercial properties have an REF of 3.0.  Refer to City Ordinance No. 632 for more detailed information on the calculation of stormwater charges.

Street Light Charges

Paying your Public Storage bill is easy and quick. We offer multiple options to pay your storage unit bill, so you can rent on your terms. Plus with online payment options, you can pay at your convenience or even set up automatic payments and never miss a due date again.

Public Storage Payment Options

Pay Online

To pay your Public Storage bill online, you will need to set up an online account. If you reserved or rented your space online, you already have a username and password to access your account. 

Once you’re logged in to MyAccount, click on either the “Make a Payment” button or the“Payments” tab and simply follow the steps to make your payment.

  • Payment by credit card – You will receive a payment confirmation on the screen only after your credit card payment goes through. Otherwise you will receive an error message and the opportunity to correct the entry so that your payment goes through.
  • Payment by bank account – Your confirmation is tentative until verification comes back from your bank that there are sufficient funds and that your account number is valid. If the bank does not confirm, you’ll receive an email and letter stating that your payment could not be processed.

Pay by Phone

To pay your Public Storage bill by phone, call 1-866-444-4747. When prompted, enter the phone number we have on file for your account. Please be aware that because this form of payment requires additional systems and phone staffing, a processing fee may apply. 

If you are located outside of the U.S., the pay-by-phone number will not work. However, you can always mail your payment or pay online.

Pay in the App

If you have a smartphone, you can opt for mobile bill pay and make your monthly storage  payment with the Public Storage app,  which you can download from the Apple or Android stores. Plus, you can open gates and doors with just your smartphone to seamlessly access your storage space!

Pay by Mail

You can mail your payment (check or money order) to your Public Storage location. Please include your Public Storage account number on your check to be certain your money gets credited to your account. Mail your payment at least a week in advance of the rent due date to ensure your payment is completed on time.

Pay In-Person

You can always take care of your rent by paying in person. At some Public Storage locations, you have the option to use our self-serve kiosk to complete your payment, where available. If you prefer speaking to a person, our location managers and friendly staff will assist you with your monthly payment. 

Hours vary at each  location, and can change, so be sure to confirm your Public Storage facility is open to help you make a payment.
