READING &#; UGI Central Penn Gas (UGI) announced its purchased gas cost rates will decrease on Dec. 1. As a result, the average residential heating customer&#;s bill will drop by percent.

This gas cost decrease means an average bill will decline from $ per month to $ per month. When combined with previously announced gas cost decreases in March and June, residential customers will pay about $9 less per month than they did last winter.

&#;More than 90 percent of UGI&#;s natural gas supplies now come from Marcellus shale. Our customers are benefitting from this locally produced, plentiful, and lower cost supply,&#; Paul Szykman, vice president of rates at UGI, said. &#;This is the seventh year of a trend of moderating prices. Customer bills are more than 40 percent less than they were at their peak.&#;

By law, utilities are required to pass the cost of the natural gas they purchase directly through to customers without any markup.

Despite lower costs, UGI recognizes some customers may have trouble paying their winter heating bill. All customers are encouraged to sign up for UGI&#;s free budget billing program, which spreads bills out over a month period.

In addition, customers with a limited or fixed income should call UGI at UGI-WARM to determine if they are eligible for one of several energy assistance programs. Finally, any customer who is behind on their gas bills should contact the utility as soon as possible to discuss a payment arrangement.

UGI Requests Rate Hike For Natural Gas Customers

UGI is making its case to hike natural gas rates in its north district percent for residential and more than 17 percent for commercial customers to recover ongoing costs.

The gas utility filed a request Monday with the state Public Utilities Commission to raise natural gas rates, and in doing so generate $ million more in annual revenue.

The increase request could mean average residential customers in the north rate district who use 9, cubic feet of gas per month will see bills increase by $, according to UGI’s own analysis presented to the commission.

Industrial customers in the district using 88, cubic feet of gas would see bills rise $ per month, or 18 percent.

Not included in that increase, the utility also proposed extending a federal tax credit that would effectively lower the distribution rate portion of customer bills by percent, potentially softening the blow of the rate hike.

UGI asked the commission to approve the new rates by March 29, but expects delays for commission hearings and an investigation, which usually last about nine months, UGI said. That means the new rates wouldn’t begin until October.

The government keeps a tight regulatory grip on utility companies, which are legal monopolies with exclusive rights to sell a service. Utilities are allowed to use rate base returns to cover operating costs, improve and expand the company and earn a profit, which regulators also tightly control.

UGI projects a percent rate of return on equity — strictly profit after all expenses are paid — for the 12 months ending Sept. 30, , and contends that the margin is too low for financial stability.

In his testimony to the commission on UGI’s behalf, consultant Paul R. Moul argues that an percent rate of return would cover the company’s interest and dividend payments, support a “reasonable credit quality” and help it raise capital, among other benefits.

Utilities are expensive endeavors, and UGI has plans for more than $1 billion in infrastructure, facilities and technology investments that current rates won’t cover.

“We are currently investing over $ million annually in capital projects to upgrade our distribution and technology systems,” Chief Regulatory Officer Paul Szykman said in a statement. “UGI is well underway on an aggressive infrastructure betterment initiative that is replacing all non-contemporary pipelines with those made of contemporary materials.”

Along with the rate increase, UGI asked the PUC for approval to consolidate its three rate territories.

UGI merged its three gas companies, UGI Central Penn Gas Inc., Penn Natural Gas Inc. and UGI Utilities Inc. in October , but the zones each one served retained separate administration and supply and rate structures as UGI North, UGI South and UGI Central.

“If the consolidation of rates, if that’s approved, then those rate districts will go away and it will be one UGI,” said UGI spokesman Joseph Swope. “Right now, we have a structure where people can live a couple of miles away from each other and have a completely different rate structure.”

For example, the north district serves most of Northeastern Pennsylvania except for a small sliver, which includes Pittston. That’s part of the central district.

Under most natural gas company tariffs, a customer who wishes to have natural gas service extended to their property must pay the cost of that line extension, which can run in the thousands of dollars, as an up-front payment. The GET Gas program allows eligible customers to pay the extension costs over 10 years as an on-bill monthly charge.

Eligible customers are those who are seeking an extension of company facilities that would require a total capital cost of $15, or more, a per customer maximum project cost of $10, and where at least 50 percent of the prospective customers along the path of the GET Gas facilities can reasonably be estimated to convert their heating source to natural gas within a year period after natural gas facilities are first installed.
