Staff Attorney - Housing Unit

Greater Boston Legal Services has an opening for a Trial Attorney of at least 3 years’ and up to 15 years’ experience to represent tenants who are at risk of eviction.

The threat of homelessness places unbearable stress on some of the most vulnerable individuals and families in our community, and rapid development is causing widespread displacement. The attorney in this position will defend tenants from eviction in summary process cases and will engage in affirmative litigation. This is a position for an experienced attorney with significant trial experience, preferably with jury trials. The attorney will supervise several other staff attorneys and will be expected to take a leadership role in litigation and advocacy.

The position involves responsibility for client cases including interviews, fact investigation, research and analysis of law, development of written and oral legal arguments, negotiation with opposing counsel, preparation for and handling of administrative and court hearings. The position will also include legislative advocacy, policy advocacy, and law reform work. The attorney, working as part of the GBLS Housing Unit, will use individual cases to promote systemic change.

Salary is based on a union scale with a starting salary of $58,000. GBLS offers a generous benefits package, retirement contribution, a student loan repayment assistance plan for eligible attorneys, and generous PTO leave.

Housing

The shortage of affordable rental housing remains one of the most critical problems facing low-income individuals and families in Greater Boston. More than 5,000 privately-owned subsidized units in the city of Boston are at risk of losing their affordability through the year 2012, and thousands more are at risk over the next five years. At the same time, the number of homeless families has continued to skyrocket.

The limited availability of safe, decent affordable housing makes the preservation of existing low-income housing crucial. Efforts to help low-income people gain access to — and remain in — such housing is central to our work.

Direct Client Services

Our major priorities include:

  • Eviction defense cases, especially cases involving public and subsidized housing residents and cases against major landlord actors. Tenants with disabilities, facing threats of domestic violence, and/or whose access to justice may be affected by limited English proficiency receive the highest priority. We defend hundreds of people per year from eviction and we have a 90-95% success rate.
  • Gaining access and preserving access to affordable public and assisted housing for low income populations. GBLS represents tenants in expiring use/expiring Section 8 contract housing and negotiates with landlords on tenants' behalf.
  • Representation of tenants and former owners of foreclosed properties including providing legal assistance to pursue affordable purchasing options.
  • Assistance to homeless families to gain admission into Emergency Assistance (EA) funded shelter and defense of families threatened with eviction from shelter. All of such cases are treated as emergencies and every such case that comes in to GBLS in our service area receives some level of assistance.
  • Helping families in shelter obtain permanent, affordable housing
  • Advocating for victims of abuse to protect housing options — which could mean relocation for safety reasons or preservation of existing housing when abuse puts them under threat of eviction. 
  • Working with tenant associations to help them understand housing policies and assist in changing unfair policies when needed.

The Housing unit works closely with a wide range of advocacy groups, community organizations, tenant organizations, public housing boards, government agencies, university and private legal service groups. Through our partnerships we are better able to reach low-income people who need our services. We can combine resources to maximize the impact of our advocacy efforts on legislative bodies and administrative agencies that set policy and law.

Impact Advocacy

Representation of individual clients gives our attorneys great insight to the systemic problems which produce — and reproduce — housing shortages and instability for low-income people. We use this knowledge to engage in filing legal cases, advocating for changes to agency rules and regulatons at the local, state and national level, and pushing for legislative action and reform at the state level.

Consumer Rights Advocacy and Community Education

The mission of the Consumer Rights Unit is to represent and advocate on behalf of low income clients who are facing consumer problems. The Consumer Rights Unit was initiated in the fall of 2007 with one attorney. Just as the Consumer Rights Unit was being established the foreclosure crisis began seriously impacting low-income homeowners and their tenants. As a result of the devastating impact of the foreclosure crisis on low-income homeowners and communities of color, the Consumer Rights Unit has primarily focused on issues related to the foreclosure crisis. We have engaged in legal work and advocacy aimed at preventing foreclosures, keeping low-income homeowners in their homes, and systemic challenges to predatory and discriminatory lending practices including legislative reform .

Direct Client Services

The Consumer Rights Unit offers legal assistance to low-income individuals and families who are facing foreclosure due to the current sub-prime mortgage crisis. Our work includes:

  • representing homeowners who are facing foreclosure and have potential legal defenses
  • representing homeowners who have the financial ability to make mortgage payments if their principal or interest payments were reduced, by obtaining loan modifications through the Home Affordable Modification Program (HAMP) or other alternative modification programs
  • providing homeowners facing foreclosure, and homeowners with high cost loans, with advice and brief service, along with referrals to housing counseling agencies, updated information on the various refinancing programs available to them, and updated information concerning their legal rights and remedies, including bankruptcy
  • engaging in community outreach and education activities to assist low-income homeowners in identifying predatory lending practices and providing information on their legal rights and remedies as well as information about various loan refinancing and modification programs.

Community Partnerships

The Consumer Unit is a founding member of the MA Alliance Against Predatory Lending (MAAPL), a coalition of over 30 community organizations, housing counseling agencies, legal services groups and others who have come together to work on the sub-prime  foreclosure crisis in Massachusetts, including City Life/Vida Urbana, Boston Tenant Coalition and ACORN.  The Alliance focuses its work on the following areas:

  • Legislative initiatives, including, judicial foreclosure; just cause eviction post-foreclosure; a foreclosure moratorium; and other pre and post foreclosure protections for tenants and homeowners.
  • Organizing to prevent eviction of tenants and resident homeowners that are paying their rents in foreclosed properties
  • Providing education to homeowners and tenants regarding their rights, as well as educating the general public education regarding the predatory lending  and discriminatory practices of lenders and financial institutions.
  • Working to ensure that foreclosed properties can be acquired as affordable housing by non-profits and other entities.
  • We work with community organizations and other legal services attorneys to identify issues that are ripe for impact litigation.

Consumer Rights Impact Advocacy

The Consumer Unit focuses on impact litigation that can result in systemic changes that will benefit large numbers of low-income homeowners. We review individual cases to identify issues that might be appropriate for impact litigation around abusive, predatory and/or discriminatory lending practices, We coordinate such impact litigation with groups like the National Consumer Law Center and other local and national groups. We work with community organizations and other legal services attorneys to identify issues that are ripe for impact litigation.

Consumer Rights Advocacy and Community Education

The mission of the Consumer Rights Unit is to represent and advocate on behalf of low income clients who are facing consumer problems. The Consumer Rights Unit was initiated in the fall of 2007 with greater boston legal services housing unit attorney. Just as the Consumer Rights Unit was being established the foreclosure crisis began seriously impacting low-income homeowners and their tenants. As a result of the devastating impact of the foreclosure crisis on low-income homeowners and communities of color, the Consumer Rights Unit has primarily focused on issues related to the foreclosure crisis. We have engaged in legal work and advocacy aimed at preventing foreclosures, keeping low-income homeowners in their homes, and systemic challenges to predatory and discriminatory lending practices including legislative reform .

Direct Client Services

The Consumer Rights Unit offers legal assistance to low-income individuals and families who are facing foreclosure due to the current sub-prime mortgage crisis. Our work includes:

  • representing homeowners who are facing foreclosure and have potential legal defenses
  • representing homeowners who have the financial ability to make mortgage payments if their principal or interest payments were reduced, by obtaining loan modifications through the Home Affordable Modification Program (HAMP) or other alternative modification programs
  • providing homeowners facing foreclosure, and homeowners with high cost loans, with advice and brief service, along with referrals to housing counseling agencies, updated information on the various refinancing programs available to them, and updated information concerning their legal rights and remedies, including bankruptcy
  • engaging in community outreach and education activities to assist low-income homeowners in identifying predatory lending practices and greater boston legal services housing unit information on their legal rights and remedies as well as information about various loan refinancing and modification programs.

Community Partnerships

The Consumer Unit is a founding member of the MA Alliance Against Predatory Lending (MAAPL), a coalition of over 30 community organizations, housing counseling agencies, legal services groups and others who have come together to work on the sub-prime  foreclosure crisis in Massachusetts, including City Life/Vida Urbana, Boston Tenant Coalition and ACORN.  The Alliance focuses its work on the following areas:

  • Legislative initiatives, including, judicial foreclosure; just cause eviction post-foreclosure; a foreclosure moratorium; and other pre and post foreclosure protections for tenants and homeowners.
  • Organizing to prevent eviction of tenants and resident homeowners that are paying their rents in foreclosed properties
  • Providing education to homeowners and tenants regarding their rights, as well as educating the general public education regarding the predatory lending  and discriminatory practices of lenders and financial institutions.
  • Working to ensure that foreclosed properties can be acquired as affordable housing by non-profits and other entities.
  • We work with community organizations and other legal services attorneys to identify issues that are ripe for impact litigation.

Consumer Rights Impact Advocacy

The Consumer Unit focuses on impact litigation that can result in systemic changes that will benefit large numbers of low-income homeowners. We review individual cases to identify issues that might be appropriate for impact litigation around abusive, predatory and/or discriminatory lending practices, We coordinate such impact litigation with groups like the National Consumer Law Center and other local and national groups. We work with community organizations and other legal services attorneys to identify issues that are ripe for impact litigation.

Greater Boston Legal Services has an opening for a Trial Attorney of at least 3 years’ and up to 15 years’ experience to represent tenants who are at risk of eviction.

The threat of homelessness places unbearable stress on some of the most greater boston legal services housing unit individuals and families in our community, and rapid development is causing widespread displacement. The attorney in this position will defend tenants from eviction in summary process cases and will engage in affirmative litigation. This is a position for an experienced attorney with significant trial experience, preferably with jury trials. The attorney will supervise several other staff attorneys and will be expected to take a leadership role in litigation and advocacy.

The position involves responsibility for client cases including interviews, fact investigation, research and analysis of law, development of written and oral legal arguments, negotiation with opposing counsel, preparation for and handling of administrative and court hearings. The position will also include legislative advocacy, policy advocacy, and law reform work. The attorney, working as part of the GBLS Housing Unit, will use individual cases to promote systemic change.

Salary is based on a union scale with a starting salary of $58,000. GBLS offers a generous benefits package, retirement contribution, a student loan repayment assistance plan for eligible attorneys, and generous PTO leave.

Joanne Sanders, Director of Finance, joined GBLS in 2014. As part of the senior management team, Joanne, working with her accounting team, is responsible for overseeing all financial aspects of Greater Boston Legal Services. Her responsibilities include strategic financial planning, maintaining external financial relationships, preparation of financial statements and managing the annual financial audit. Joanne returns to GBLS where she served previously as Comptroller between 1986 and 1997. 

Sanders' 20-plus year career in finance has included roles at nonprofits such as Common Impact where she most recently served in two capacities: as Director of Finance and as Finance Consultant. In her role as Director of Finance, Joanne managed the daily financial activity of the organization. In her capacity as Finance Consultant, Joanne managed teams of volunteers from global companies who helped to implement capacity-building projects for high potential nonprofit clients.

Joanne also was a founding Team Manager and Finance Director for the South Shore Charter School, one of the first independent public charter schools in Massachusetts. Joanne earned her B.S. in Business Management at the University of Massachusetts.

Greater Boston Legal Services (GBLS) seeks an attorney with 1-5 years’ experience for a community lawyering and transactional law position in the Housing Unit.

The attorney will undertake work with public housing tenant leadership groups and collaborations with the Boston Housing Authority and others on intense and time-critical policy initiatives. The work includes work with Boston public housing redevelopment to preserve thousands of units of public housing in a mixed-income redevelopment over the next decade, working with City of Boston zoning and permitting, and ensuring the protection of key tenant protections. The work will focus on public housing developments in Charlestown, Dorchester/South Boston, Roxbury/Jamaica Plain, and East Boston. Meetings (including evening meetings) 3-4 times per week with residents are required. This position also involves working with the Boston Housing Authority Resident Advisory Board on resident participation, policy changes, elections and training. Meetings during the COVID-19 pandemic are conducted online. This attorney position will also involve some housing litigation in eviction defense, and may involve shelter work, anti-displacement work, and any other work in the Housing Unit.

Sanders' 20-plus year career in finance has included roles at nonprofits such as Common Impact where she most recently served in two capacities: as Director of Finance and as Finance Consultant. In her role as Director of Finance, Joanne managed the daily financial activity of the organization. In her capacity as Finance Consultant, Joanne managed teams of volunteers from global companies who helped to implement capacity-building projects for high potential nonprofit clients.

Joanne also was a founding Team Manager and Finance Director for the South Shore Charter School, one of the first independent public charter schools in Massachusetts. Joanne earned her B.S. in Business Management at the University of Massachusetts.

Staff Attorney - Housing Unit

Greater Boston Legal Services has an opening for a Trial Attorney of at least 3 years’ and up to 15 years’ experience to represent tenants who are at risk of eviction.

The threat of homelessness places unbearable stress on some of the most vulnerable individuals and families in our community, and rapid development is causing widespread displacement. The attorney in this position will defend tenants from eviction in summary process cases and will engage in affirmative litigation. This is a position for an experienced attorney with significant trial experience, preferably with jury trials. The attorney will supervise several other staff attorneys and will be expected to take a leadership role in litigation and advocacy.

The position involves responsibility for client cases including interviews, fact investigation, research and analysis of law, development of written and oral legal arguments, negotiation with opposing counsel, preparation for and handling of administrative and court hearings. The position will also include legislative advocacy, policy advocacy, and law reform work. The attorney, working as part of the GBLS Housing Unit, will use individual cases to promote systemic change.

Salary is based on a union scale with a starting salary of $58,000. GBLS offers a generous benefits package, retirement contribution, a student loan repayment assistance plan for eligible attorneys, and generous PTO leave.
